One pennant a page is the largest Letter or A4 allows, about 7½ inches (19 cm) wide, for a wall, a doorway or a classroom. For a mantel, a shelf or a party table, choose Several a page: at 3 inches (8 cm) wide four fit on a sheet, and at 2 inches (5 cm) nine on Letter or twelve on A4. Pennants under 2 inches wide have no holes; tape them along a ribbon, or to toothpicks for a cake topper.
Print on card stock if you can, or on paper and glue each pennant to card. Cut along the edges, punch or cut out the two holes and thread ribbon or string through them in order. Leave a little slack between the pennants so they hang straight.
