Why the dates use UTC

The US Naval Observatory gives each phase as an instant in Universal Time (UTC). A phase late in the evening UTC can fall on the next day in Asia and Australia, and one early in the morning UTC on the day before in the Americas, so check the time in the list when the exact day matters.
